At the Foundation or Publisher level you can define the Action Visibility.
This allows you to determine what Publishers will be able to see in their Publisher Control Panel.
You might want to hide certain actions at a Foundation Level for instance on the CPA Foundation you wouldn't want the Publishers to view Leads as they aren't paid based on Leads:
You can override the Foundation visibility setting at the Publisher level so you could allow a Publisher in the CPA Foundation to actually view Leads:
